Entire batch defective?
Reusable velcro cable ties with a loop are really useful. Normally you would just wrap this around the things you want to tie, stick the tip of the band through the loop, pull in the opposite direction to tighten it, and then stick on the velcro. Done. This is how most of these cable ties do it.
But with these bands, you can't do that! The bit of velcro to stick onto is on the wrong side if you tie it the common way. The "how to use" diagram is rather complicated, some kind of a double U loop; so to make sense of it, there is a tutorial video available on YouTube: with bands this small, this is unbelievably slow and fiddly to do. The extra loop gives little advantage - maybe the tie is stronger this way, but it's not worth the massive extra trouble. It also makes these bands incredibly difficult to undo.
